house Bill H. Res. 789

Should the House Censure Rep. Paul Gosar and Remove Him From Committees?

Argument in favor

The decision by Rep. Paul Gosar (R-AZ) to post an anime video depicting him killing Rep. Alexandria Ocasio-Cortez (D-NY) and attacking President Joe Biden is inappropriate and beyond the pale of acceptable conduct. Gosar should be censured and removed as a member of the House Oversight and Natural Resources Committees.

They should look at his history and expel him as well. The guy spews nonsense, conspiracy theories, totally unfounded statements and illogical conclusions that suit his interests. The fact that he is an elected official serving as a representative of our government and our people shows the depths to which our Congress has fallen. I remind our representatives that their job and their oaths of office is to defend the Constitution and protect the COUNTRY, the whole country. Their job is not and never has been to protect their party, their base, their constituents, their self-interests or their benefactors. In that context, Gosar is an abject failure as a congressional representative for our country and should be expelled for this reason. … … … If his base would not support expulsion, too bad. … … … Congress has to have and enforce standards of conduct for it’s members if we are ever going to restore a functional Congress; A Congress willing to see and acknowledge facts instead of manufactured fantasies for political expediency and to honestly debate and represent the needs and interests of our country instead of their focus on preserving their political faction.

Paul Gosar is my “representative” and I fully support this censure. Our district deserves someone better in Washington—preferably someone who will fairly represent all of us and won’t conspire to destroy democracy.

Another braindead question. What other work environment (except maybe Mafia) would allow an employee to remain in their position after threatening another employee. Gosar is a domestic terrorist and should be removed. Our damn government has the most flexible rules ever… they make them up as they go along to accommodate the corrupt politicians Prove me wrong Politicians

Argument opposed

The video posted by Rep. Paul Gosar (R-AZ) was inappropriate, but the congressman explained that it was intended as a purely symbolic anime video about the debate in Congress over immigration policies and that he doesn’t condone violence against political opponents. Censuring him and removing him from committees is an overreaction.

In any other business or public service, if you threaten to take another colleague’s life, you would be terminated and most likely be arrested. But, here we are! This type of behavior is now normalized in our highest offices. Should we be satisfied with a slap on the wrist from the party that encourages this behavior? HELL NO! AOC, please file a restraining order & make a police report!!!

Stop using your political clout to punish and abuse those who disagree.. Have you ever tried just having conversations with each other? You are all more alike than different... Punish one / then punish all.

He is a public danger. In his mind it is ok to threaten others "in Writing". Arrest him and throw him in jail like you would do any other person behaving in such a manner. You know the way it used to be when we had law and order in our country and people followed the rules, with open cooperation! Let's try to get back to that shall we. I would feel much safer.

What is House Bill H. Res. 789?

This resolution would censure Rep. Paul Gosar (R-AZ) for posting an edited anime video on social media that depicted himself murdering Rep. Alexandria Ocasio-Cortez (D-NY) and attacking President Joe Biden. It would also remove Gosar as a member of the House Oversight Committee and the House Natural Resources Committee.

As a simple resolution, this legislation wouldn’t advance beyond the House if passed.

Impact

Rep. Paul Gosar (R-AZ); and House committees.

Cost of House Bill H. Res. 789

A CBO cost estimate is unavailable.

More Information

In-Depth: Rep. Paul Gosar (R-AZ) posted an anime cartoon video to social media on November 7, 2021, which depicted him killing Rep. Alexandria Ocasio-Cortez (D-NY) and attacking President Joe Biden. Rep. Jackie Speier (D-CA) introduced this resolution to censure Rep. Paul Gosar (R-AZ) and remove him from committees, and released the following joint statement with cosponsors:

“For a Member of Congress to post a manipulated video on his social media accounts depicting himself killing Representative Ocasio-Cortez and attacking President Biden is a clear cut case for censure. For that Member to post such a video on his official Instagram accounts and use his official congressional resources in the House of Representatives to further violence against elected officials goes beyond the pale. As the events of January 6th have shown, such vicious and vulgar messaging can and does foment actual violence. Violence against women in politics is a global phenomonenon meant to silence women and discourage them from seeking positions of authority and participating in public life, with women of color disproportionately impacted. Minority Leader McCarthy’s silence is tacit approval and just as dangerous.”

Gosar deleted the video amid the outcry and released a statement which said that he doesn’t espouse violence against other members of Congress or the president, and that the anime was a symbolic cartoon:

“I do not espouse violence or harm towards any Member of Congress or Mr. Biden. The video depicts the fight taking place next week on the House floor and symbolizes the battle for the soul of America when Congress takes up Mr. Biden’s massive $4 trillion spending bill that includes amnesty for millions of illegal aliens already in our country and was not meant to depict any harm or violence against anyone portrayed in the anime. This video is truly a symbolic portrayal of a fight over immigration policy… Our country is suffering from the plague of illegal immigration. The cartoon depicts the symbolic nature of a battle between lawful and unlawful policies and in no way intended to be a targeted attack against Representative Cortez or Mr. Biden. It is a symbolic cartoon. It is not real life. Congressman Gosar cannot fly. The hero of the cartoon goes after the monster, the policy monster of open borders. I will always defend the rule of law, securing our borders, and the America First agenda.”

Of Note: Members of Congress are typically removed from committees by the leaders of their respective party. The most recent example of this occurred in the last Congress, when Republicans removed then-Rep. Steve King (R-IA) from his committee assignments in response to his controversial comments. In February 2021, Rep. Marjorie Taylor Greene (R-GA) was removed from her committee assignments after Democrats passed a resolution doing so over her past conduct.

If this resolution to censure Rep. Paul Gosar (R-AZ) succeeds, it would be the 24th time that the House of Representatives censured one of its members. The most recent House censure occurred in 2010, when then-Rep. Charles Rangel (D-NY) was censured for a variety of misconduct, including misuse of congressional letterhead for fundraising; impermissible use of a rent-controlled facility for campaign headquarters; and filing inaccurate financial reports & federal tax returns.

. [Edited.] Representatives, Thank you for voting to censure Congressman Paul Gosar and to strip him of his committee assignments for his creating and distributing a violent animated video. We appreciate this rare but necessary formal rebuke. https://www.cbsnews.com/news/paul-gosar-censured-house-video-alexandria-ocasio-cortez/ Yes. Representative Gosar must be censured and removed from any and all committees he is on. What did he think he's in high school and his violent cartoon would get a week's detention? In addition, he was a January 6th leader. Not only that, but the Rolling Stone reported that one of the January 6th organizers claims that Gosar made several assurances about a “blanket pardon" for the rioters. Thereby he encouraged the disgusting behavior, the threatening chanting, the destructive actions and the violence against the Capital police. Let him hang out with Representative Marjorie Taylor Greene, another anti-democracy, foul-mouthed, far-right conspiracy theorist and Q-Anon darling. However, if, as we are learning, both Gosar and Greene were integral to the Jan. 6th Insurrection, they should be expelled from the House and tried for sedition and treason.

The GOP is becoming the newest terrorist group. The LEADERS of the GOP have consistently espoused violent rhetoric, refused to condemn actual violence by domestic terrorists, (including the 1/6 insurrectionists, white supremacists, and militia members), and promoted violence as a tactic instead of democratic methods. The last time they paused in this trend was when Gabby Giffords was shot - but they’ve ramped it up again since then. They have blood on their hands and will have more if they keep it up.

As far as I'm concerned, he should be removed from office. At nearly every large employer in America, this type of video would constitute harassment and the employee would be fired. Why is there not this type of standard for Congress? If his constituents support him, they can re-elect him next year, but he should be immediately expelled until the next term and a replacement chosen by Arizona's governor. This behavior is dangerous and can provoke more attacks on Congress like we saw on January 6. If Steve Scalise had a moral conscience and a spine, he would speak to Gosar about this, but obviously he learned nothing after being shot by citizen years ago. The GOP is morally bankrupt.

I have seen productive workers get fired for less than these issues. Idiots like this has reduced my faith in our elected officials. It appears they can break their oath, ethics, and numerous other things against their constituents and our American government with little to no consequences. He should be band from office and never allowed to work within any government entity. No I am not a Democrat.

UPDATED: Apparently censure is inadequate to correct Gosar’s behavior as he retweeted the video after censure, as well as tweets from other Republicans calling him a martyr, claiming his censure will incite violence. Any Congress person advocating violence needs to be expelled from Congress. Gosar Censure is 1st and foremost about workplace violence threatening a Congressional colleague and the President but given their specific jobs it may also be sedition which will need to be decided by the 16-21 Capitol Riot investigation. Most people think violence is physical assault, however, workplace violence is any act in which a person is intimidated, threatened, abused, or assaulted in his or her employment such as pranks, psychological trauma, verbal abuse, harassment, swearing, arguments, property damage, vandalism, sabotage, pushing, theft, physical assaults, anger-related incidents, rape, arson and murder. Gosar most definitely should not be on the Oversight Committee which reviews, monitors, and supervises federal agencies, programs and policy implementation, as he lacks sufficient judgement as demonstrated by his behavior. https://www.npr.org/2021/11/17/1056397130/rep-gosar-faces-censure-over-an-anime-video-of-himself-killing-aoc https://www.ccohs.ca/oshanswers/psychosocial/violence_warning_signs.html https://rules.house.gov/sites/democrats.rules.house.gov/files/documents/Archives/comm_gp_cong_oversight.htm https://www.theguardian.com/us-news/2021/nov/18/paul-gosar-retweets-video-aoc-twitter

I don’t know what is wrong with this Congress member. But his actions were outrageous and dangerous. Any member who gives a pass to, or gives some kind of excuse to such behaviour is complicit. He certainly should be censured and barred from committees.

If you did not vote to censure, let me put this to you. Ocasio Cortez puts out a cartoon video of her murdering Gosar. Mass hysteria. A woman, a Latino, a damned Democrat with the temerity to threaten a white male Republican? The thuggery and bullying and threatening at school board and local government meetings, the stalking of politicians and government officials homes, ppl with assault weapons on the sidewalks in front of their houses… the GOP are nazi brown shirts. I’m old enough to have seen this before. This is the road to tyranny. Joyce and Portman I condemn you if you do not publicly voice disapproval. You are cowards. There is no excuse for you.

I am ashamed of my Representative, Neal Dunn, not voting to censure this man. How can you approve of this man’s behavior? What example are you setting for young people by your vote. This man should, at the very least, be expelled from Congress. He is unfit and you know this. Get over this blind allegiance to this morally corrupt party.

Why is Gosar still in Congress? Why are any of the bigoted, loud-mouthed, fast-talking, dishonorable anti-truthers still in Congress? TWO Representatives voted to censure him. TWO. I was thinking the other day about the God Is Dead movement. Well, God is alive, but the Constitution, for now, is dead. Who will revive it?

His behavior is unacceptable and should be reprimanded. However, there needs to be consistency. How is it that others whose behaviors are just as inappropriate, do not face any consequences; Maxine Watters, for one, comes to mind.
