house Bill H. Res. 755

Should the House Impeach President Donald Trump?

Argument in favor

President Trump abused his office by conditioning foreign aid to Ukraine and a White House visit for its new president on investigations into Trump’s political opponent and then obstructing Congress’s efforts to investigate. He must be impeached, convicted, and removed from office to end the threat his misconduct poses to the future of constitutional government in the U.S.

Trump's numerous and flagrant abuses of power are precisely what the Framers had in mind as grounds for Impeaching & Removing a president. The case for Impeachment & Removal is beyond overwhelming. Trump is the most criminally corrupt president in US history.

There is no question that Trump ordered his people to defy Congressional Subpeona. It’s a egregious violation of the law and undermines the constitutionally mandated role of oversight by Congress. You can’t just ignore subpoenas.

Argument opposed

Democrats have been working to impeach President Trump since his election and their ultimate goal is to negate his 2016 electoral victory and stop his re-election in 2020. Their efforts to impeach President Trump are based on the accusations and assumptions of unelected bureaucrats. Democrats shouldn’t pursue a partisan impeachment when we’re entering an election year.

It is Congress that has not upheld its duty to the people. Three years of little done but seek to destroy this President. How much has it cost us taxpayers?

This vote is totally and outrageously wrong! Our President has done nothing wrong! He does uphold the Constitution. The Democrats are liars and cheaters!!! They had to dig really deep to do this illegal act!!! Let the people vote for who they want for President. They Democrats are truly against this President from the beginning and they are trying to tell us our votes don’t count. They work for us, they are threatening people to get the vote they want, they can’t accept the truth! This is totally political and a hate for a person who won fair and square! No doubt about it!!! We love our President! Prayerfully, God Bless America🇺🇸🇺🇸🇺🇸

What is House Bill H. Res. 755?

This resolution would impeach President Donald Trump for abuse of power and obstruction of Congress. On the charge of abuse of power, the resolution accuses Trump of conditioning U.S. government aid to Ukraine on its public announcement of investigations into political opponent and former Vice President Joe Biden and an allegation that Ukraine interfered in the 2016 U.S. presidential election. On the charge of obstruction of Congress, the resolution accuses Trump of ordering the White House & other executive branch entities to defy subpoenas issued by the House of Representatives pursuant to the impeachment inquiry.

The resolution continues on to say that through all of this, Trump “acted in a manner contrary to his trust as president and subversive of constitutional government, to the great prejudice of the cause of law and justice, and to the manifest injury of the people”. It also says that Trump “will remain a threat to the Constitution if allowed to remain in office” and he “warrants impeachment and trial, removal from office, and disqualification to hold and enjoy any office of honor, trust, or profit under the United States.”

As a simple resolution calling for the impeachment of a federal official, this legislation wouldn’t advance beyond the House if passed. Rather, the Senate would conduct an impeachment trial to consider the charges and a vote by two-thirds of the Senate (67 senators) would be required to convict and remove the official from office.

Impact

President Donald Trump; the office of the presidency; the House of Representatives; and potentially the Senate.

Cost of House Bill H. Res. 755

This resolution would have no financial cost.

More Information

In-Depth: House Judiciary Committee Chairman Jerry Nadler (D-NY) offered the following statement about the articles of impeachment against President Donald Trump in a committee hearing:

“The first article of impeachment charges President Trump with abuse of power. The article describes President Trump’s conduct and lays out two aggravating factors that we must consider: in pressuring Ukraine for a personal favor, President Trump both betrayed our national security and attempted to corrupt our elections. When the President weakens an ally who advances American security interests by fighting an American adversary, the President weakens America. And when the President demands that a foreign government investigate his domestic political rivals, he corrupts our elections. To the Founders, this kind of corruption was especially pernicious.  Free and fair elections are the bedrock of our democracy. If our elections are corrupt, everything is corrupt. The president faces a second article of impeachment for his ongoing efforts to obstruct a lawful investigation of his conduct. We have never, in the history of our nation, seen a President categorically defy Congress in this manner. If the president can first abuse his power and then stonewall all congressional requests for information, Congress cannot fulfill its duty to act as a check and balance against the Executive—and the President becomes a dictator.”

A report prepared by Republicans on the House Intelligence, Oversight, and Foreign Affairs Committees expressed opposition to Democrats’ impeachment effort:

“Democrats in the House of Representatives have been working to impeach President Trump since his election. Democrats introduced four separate resolutions in 2017 and 2018 seeking to impeach President Trump. In January 2019, on their first day in power, House Democrats again introduced articles of impeachment. That same day, a newly elected Congresswoman promised to an audience of her supporters, “we’re going to go in there and we’re going to impeach the [expletive deleted].” Her comments are not isolated. Speaker Nancy Pelosi called President Trump “an impostor” and said it is “dangerous” to allow American voters to evaluate his performance in 2020. The Democrats’ impeachment inquiry is not the organic outgrowth of serious misconduct; it is an orchestrated campaign to upend our political system. The Democrats are trying to impeach a duly elected President based on the accusations and assumptions of unelected bureaucrats who disagreed with President Trump’s policy initiatives and processes. They are trying to impeach President Trump because some unelected bureaucrats were discomforted by an elected President’s telephone call with Ukrainian President Volodymyr Zelensky. They are trying to impeach President Trump because some unelected bureaucrats chafed at an elected President’s “outside the beltway” approach to diplomacy.”

President Donald Trump wrote a six-page letter to House Speaker Nancy Pelosi (D-CA) on the eve of the House’s planned impeachment to “express my strongest and most powerful protest against the partisan impeachment crusade”, which read in part:

“This is nothing more than an illegal, partisan attempted coup that will, based on recent sentiment, badly fail at the voting booth. You are not just after me, as President, you are after the entire Republican Party. But because of this colossal injustice, our party is more united that it has ever been before. History will judge you harshly as you proceed with this impeachment charade. Your legacy will be that of turning the House of Representatives from a revered legislative body into a Star Chamber of partisan persecution… There is far too much that needs to be done to improve the lives of our citizens. It is time for you and the highly partisan Democrats in Congress to immediately cease this impeachment fantasy and get back to work for the American People. While I have no expectation that you will do so, I write this letter to you for the purpose of history and to put my thoughts on a permanent and indelible record. One hundred years from now, when people look back at this affair, I want them to understand it, and learn from it, so that it can never happen to another President again.”

The House Judiciary Committee passed these articles of impeachment on a party-line 23-17 vote, with all Democrats in favor and all Republicans opposed.

"I do solemnly swear that I will support and defend the Constitution of the United States against all enemies, foreign and domestic." That is the oath that our congressmen and women take. President Donald J. Trump is an enemy of the Constitution. Our representatives MUST uphold their oath to protect the Constitution from Pres. Trump and his lackeys.

Dear God, what more will the GOP allow him to do? No one in their right mind would vote to allow this very dangerous and unstable man to run this country. He is destroying this country because he CLEARLY has put his own selfish needs ahead of those of the country. He's in bed with tyrants and dictators because that is what he wants to be himself and the GOP is allowing it. I cannot believe that the GOP IS STILL BEING SO STUBBORN AND PIGHEADED to see what is happening. 45 is a 2 year old and BEHAVES like a 2 year old. Is that really who should be running the country? The most immature man has "THE CODES" and ALL Americans should be very afraid. HIS BEHAVIOR FROM DAY 1 INDICATES HE IS NOT QUALIFIED TO BE POTUS. HIS BEHAVIOR FROM DAY 1 INDICATES THAT ALL HE CARES ABOUT IS HIMSELF. How the GOP can't see this is beyond me. I stood up to my bully bosses, why can't the GOP do the same???? Cowards!

President Trump abused his power in order to rig the election in his favor and cast an allied nation in a negative light because he was bitter about conspiracy theories regarding this country. Ukraine did nothing wrong, they did not interfere in the 2016 election, and they should not have faced a hold on vital military aid to protect the ego and the election success of Trump. Trump also obstructed Congressional oversight and investigation in a way never before seen in our Republic. Congress is a co-equal branch of government and shall not be obstructed in order to preserve the checks and balances enshrined in our Constitution. For these two offenses, Trump should be impeached, and a full trial conducted in the Senate.

Just do it! Been waiting for this for sometime. Hopefully our Chief Justice will have some clout in making the Senate trial at least appear to be righteous. The man is not only a self-serving authoritarian and a vindictive spiteful SOB, his recent letter to Pelosi proves that he is actually mentally deranged, a classic narcissistic sociopath. His drive to get even with anyone who ever disagrees with him will expose this country to unthinkable acts of vengeance from an administration that cannot be held in check for even wanton violations of Constitutional principles or his oath of office. I for one, would not mind a Salem Witch hunt trial, that he argues would be fairer. I think it had something to do with water and if he floats he is guilty; if not, he must have been innocent. There are relatives of immigrant children who died while in his cages, people who were killed by a Supremacist inspired by trump’s hateful rhetoric, or our suddenly abandoned Kurdish allies left to be slaughtered- who would likely support this as well. Not to mention the huge number of career civil servants high and low whose careers he has trashed out of spite and greed. Impeach, REMOVE.

Impeach trump. (Have we noticed that every GOP Representative speaking in this impeachment debate is a white male? While the Democrats have women and people of color speaking for impeachment of trump.). All appearances aside - it’s very evident trump must be impeached and removed for egregious conduct that threatens our democracy. We must see every elected representative uphold her/his oath and vote to impeach trump.

Donald Trump is a liar who has led an adulterous life of corruption. As President he has lied daily, weakened our leadership in the world, added almost 2 trillion dollars to our national debt, diminished our healthcare, reduced taxes for only the wealthy, ignored science and removed protections for our air and water. Trump has failed to pursue clean energy or act to fight climate change. Trump is allowing public lands to be rapaciously exploited by corporations. Significantly he has openly offered bribes to foreign countries, abused his power of office

The Constitution needs to be defended against Presidents who act like kings...Nixon, Trump. Trump committed high crimes, working with a foreign government to assist in his re-election and obstruction of a legal inquiry into impeachment. Plus, he is a name calling and insulting bully of anyone who disagrees with him or he dislikes.

Yes, the House should impeach President Trump for abuse of power and obstruction of Congress' constitutional responsibility to exercise oversight of the Executive. Moreover, all those Republicans in both House and Senate who have apparently been cowed by Mr Trump's daily tweet rants into behaving like slavish yes-men should remember their own oaths to respect the Constitution and serve the nation, not just to protect their own self-interest. Let's have some public servants who do their duty to vote on the facts, not the propaganda narratives spewed by certain individuals in the White House and the House. Based on my reading of all the evidence I've read from both the Mueller Report and the House impeachment investigation, I would hope to see greater than 90% of both House and Senate vote for impeachment and removal from office. Don't disappoint me!

President Trump abused his office by conditioning foreign aid to Ukraine and a White House visit for its new president on investigations into Trump’s political opponent and then obstructing Congress’s efforts to investigate. It appears that the issue will not be the House but the Republican controlled Senate. We have become so fragmented that Congress has lost their ability to police the president. We could be entering the age of the Imperial presidency and the reign of King Donald the First. Be afraid, be very afraid... #RjGonCountable

Why is it only the Democrats who are concerned about Article 1 powers? Why does the GOP not care that Donald Trump is in flagrant violation of the Constitution? If a Democratic president refused congressional subpoenas, I guarantee the GOP would be up in arms, and it’s this GOP hypocrisy that I cannot tolerate but hope every single voter sees with wide open eyes.
