What is S. Res. 463?

This resolution honors Native American environmental luminary and activist Billy Frank, Jr. Frank, who passed away on May 5th, 2014, was a member of the Nisqually, a tribe located in western Washington State. Frank was arrested more than fifty times over the course of his life in what is known as the "Fish Wars," a civil rights movement during the 1960s and 1970s in which Native Americans and non-Native Americans protested both commercial fishing and the dishonoring of 19th century treaties between Native Americans and Anglos. The movement lead to increased civil rights for Native Americans across the United States, in addition to greater protections for Pacific Northwest salmon populations.
