What is S. Joint Res. 65?

This resolution would block the export of roughly $300 million in missile launchers, missiles, and related training materials or support to the Kingdom of Bahrain. The proposed sale includes 120 M31 rocket pods with six rockets apiece, 110 M57 missiles, and related support.
As a joint resolution, this legislation would have to be passed by both chambers of Congress and signed into law by the president.
Argument in favor
Bahrain and the Saudis are waging a devastating, indiscriminate war in Yemen against Houthi rebels, killing thousands of civilians. Until the tragic war in Yemen ends, the U.S. shouldn’t sell Bahrain or the Saudis any weapons.
Argument opposed
No alliance is perfect, and while Bahrain’s government ought to be more democratic and less repressive they should purchase these missiles to secure themselves against Iranian aggression.

In-Depth: Sen. Rand Paul (R-KY) introduced this bill to block the sale of weapons and support to Bahrain for its actions as a member of the Saudi coalition in Yemen that has killed thousands of civilians while fighting the Iran-backed Houthi rebels:
“This vote is about more than yet another arms sale. The Senate has a chance to stand up for innocent life, speak out against a humanitarian tragedy that is getting worse by the day, and demonstrate it will not support further destruction in Yemen.”
Paul was able to bring this bill up for a vote because of provisions in the Arms Export Control Act of 1976, which allow senators to force a vote on the disapproval of the sale.
