What is H.R. 4003?

This bill would require that federal agencies identify two existing rules that will be repealed before the implementation of a proposed new rule. Proposed rules that are required by enacted legislation would be exempt from this requirement.
Argument in favor
Excessive regulations are impeding the competitiveness of the U.S. economy. Requiring agencies to eliminate two existing rules for each new one will promote efficiency and better oversight.
Argument opposed
This approach to deregulation assumes that there many needless, duplicative regulations that can be eliminated without weakening protections for consumers and the environment — that’s not the case.
