This bill was enacted on November 2, 2017
This bill — known as the PASS Act — would extend an exemption for life safety systems (like smoke alarms or security systems) from energy conservation standards until July 1, 2023. Under current law, the Dept. of Energy (DOE) exempted such devices from conservation standards until July 1, 2017. DOE would be required to issue a rule determining whether those standards for external power supplies should be changed by July 1, 2021 and new standards would apply to products made after July 1, 2023.
Argument in favor
The exemption from energy conservation regulations for smoke alarms and other life saving devices should continue so there’s no disruption while the Dept. of Energy spends an extra few years working out the standards.

The exemption from energy conservation regulations for smoke alarms and other life saving devices should be allowed to lapse. Spending more time developing standards won’t be beneficial.
