What is H.R. 4002?

This bill would accept the request of the Miami Tribe of Oklahoma to revoke the charter of incorporation issued to them and ratified by the tribe's members on June 1, 1940. According to Indianz.com,
the charter is extremely cumbersome to change -- approval from the federal government is required, along with an election among the membership -- so the tribe wants to eliminate it altogether. Congress has approved similar bills for other tribes.
