What is H.R. 1027?

According to the Motor & Equipment Manufacturers Association (MEMA), this bill authorizes
federal public-private partnerships between DOE and industry to conduct research, development, deployment and commercial application activities for more fuel efficient advanced technology components and vehicles. The legislation specifically calls for the participation of suppliers in federal research efforts and for investments in a diverse range of near- and long-term technologies to improve fuel efficiency and reduce emissions, support domestic research and manufacturing and lead to greater consumer choice of vehicle technologies and fuels. The research and development activities address technologies for both light and medium and heavy duty vehicles as well as creating a pilot program for off-highway vehicle technologies.
Argument in favor
The U.S. transportation sector remains 95% petroleum dependent, and this must change.
Argument opposed
Let the market sort it out. If U.S. companies can't compete, it's not up to tax payers to save them.
Impact
The bill impacts authorization of appropriations related to certain vehicle technologies for Fiscal year 2014-Fiscal Year 2018. As FY '14 is nearly over, one can assume the bill's timeline would be updated accordingly.
Cost of H.R. 1027
While a CBO estimate is not available, the 2009 version of the bill authorized nearly $3 billion over a four-year period.
