Defining "Full-Time" as 40 Hours a Week for Healthcare Coverage (H.R. 2575)

What is H.R. 2575?

Would repeal the 30-hour definition of “full-time employment” in the Affordable Care Act (ACA), and restore the traditional 40-hour definition.
The ACA currently stipulates that employers with 50 or more full-time employees must provide those employees with health insurance or pay a fine. The ACA also redefined “full-time” as 30-hours, as opposed to the traditional 40.
The aims of changing the "full time" definition has been advertised by bill sponsors as a way to remove the incentive that some companies may have to reduce employee hours to avoid the employer healthcare mandate.
Argument in favor
The 40-hour work week is the typical definition of "full-time" across federal and state labor regulations. Employees working 30 hours and considered full-time means substantial restructuring for businesses.
Argument opposed
GOP-backed ploy to undermine the Affordable Care Act. Puts wages and benefits at risk for at least one million Americans, while substantially increasing the federal deficit.
Impact
The estimated 1 million workers who would lose their private-employer-based coverage under this Act, the companies that employ them, healthcare providers, insurance companies, and state labor definitions.
Cost of H.R. 2575
H.R. 2565 would reduce the number of people receiving employment-based coverage by about 1 million, and increase the number of people getting their health coverage through Medicaid, the Children’s Health Insurance Program (CHIP), and other health insurance exchanges. It would also increase the number of uninsured people. As a result of these changes, the CBO estimates that H.R. 2565 would increase budget deficits by $25.4 billion over the 2015-2019 period and by $73.7 billion over the 2015-2024 period.
