What is H.R. 3107?
(Updated January 31, 2017)
This bill aims to strengthen cybersecurity with "boots-on-the-ground." It would grant the Department of Homeland Security (DHS) more options when hiring cyber workers. The bill directs the DHS Secretary to
:
- create job titles (or "occupation classifications") for people who work in DHS cybersecurity programs
- make sure those titles are used in DHS and other federal agencies
- asses how ready DHS is to meet its "cybersecurity mission."
"Cybersecurity mission" here means activities to ensure cyber safety. For example, reducing threats and vulnerabilities, beefing up cyber system resilience, and creating cyber threat response protocols.

Argument in favor
Hiring more cyber workers in the Department of Homeland Security will help the federal government compete with the private sector.
Argument opposed
These new positions would force federal agencies to compete with each other over cybersecurity professionals and drive up costs.
Impact
American cybersecurity professionals and DHS workforces.
Cost of H.R. 3107
The CBO estimates that implementing this bill would cost less than $500,000.
Additional Info
In Depth:
For each new job title, the DHS Secretary would have to create accessible information for those positions and offer specialized job training. DHS would also have to front the cost of a multiphase recruiting plan.Want a job in cybersecurity? This bill would try to establish a Cybersecurity Fellowship Program, offering tuition payment plans for undergraduates and doctoral candidates who want to work for DHS.
