What is S. 1596?

States that any school receiving federal funds must perform background checks on all new AND existing employees, including contractors. There is currently no national standard for how such background checks are conducted; this Act would standardize such checks. Additionally, the Act would ban the practice of letting a predator resign and move on to a new school, as opposed to being terminated, a practice known as "passing the trash".

-According to Toomey (R-PA) and Manchin (D-WV), the bill's cosponsors, 130 U.S. teachers have been arrested for sexual misconduct since January 1st, 2014.
-Currently, five states do not mandate background checks for employees, and twelve states do not require background checks for contractors.
-The House unanimously passed a version of this bill in October 2013.
