Punish the illegal tattooing of minors (Its against the LAW!!)

My daughter received a tattoo and now has msra . She is permanently scared. The is a law forbidding it but they aren't enforcing it to the fullest . Many diseases can come from tattooing and a minor is not responsible enough to decide. So the establishments need to be held responsible.
