I do think governments of countries should be held accountable to what happens in the oceans around their countries and to the actions that their citizens make in and around the world. For example, whaling done in the Antarctic by japanese whalers should have the japanese government as accountable. The government is the most powerful governing body of a country and have the most power. The governement can in the end prosecute individual whalers and set fines to their actions, but the government can do a lot. In this case Antarctica is not a country, but any foreign whalers in and around a certain countries' waters should be the responsibility of the country where the whalers are from and the country where the whalers find themselves.

If this petition gets enough support, it will be sent to Tony Abbott in the hope that he will take action against whaling like he originally promised. Japan will then be forced to stay out of the Southern-Antarctic waters for good, despite their "Scientific Research" permit that has allowed them to continue.
If Sea Shepherd had more support and were well known there would be a higher chance that the whaling issue would be noticed, and stopped completely. You don't have to be rich to get on board, and by this support Sea Shepherd will have more funds to fight back against whalers.
