Communal Violence (Prevention, Control and Rehabilitation of Victims) Bill
was first introduced in 2005 and then referred to Parliamentary Standing Committee, which submitted its report in 2006 to Parliament, and issued reminders after reminders in March 2007, December 2008, February 2009, December 2009 and again in February 2010 for consideration and passing of the Bill.
The bill could not be enacted due to insincerity of the government, and moral depravation of political class, with their large scale criminality holding country at ransom.
