Syracuse (WSRY-TV) – State Police have arrested a man after they say his dog died as a result of being left in a car for over four hours.

Police arrested 66-year-old Patrick Oneill of Massena after they say his two-year-old Labrador Retriever died after being left in Oneill's vehicle for over four hours while he attended the State Fair.

Troopers say they received a report of animal cruelty in the Red Cross parking lot across from the State Fair shortly after 2 p.m. on Monday.

State Police say that when troopers arrived, they observed a male standing over a black Labrador who was seizing and barely breathing.

Troopers attempted to cool the dog with water and ice, but the dog died at the scene.

Oneill was arrested on the Agricultural and Markets Law - Section 353, a class "A" misdemeanor.

He was issued a ticket to appear in the Town of Geddes Court on September 16.

State Police confirmed that Oneill was charged in May on 22 counts of animal cruelty after they discovered neglected horses on his property, as reported by the Watertown Daily Times.

The Daily Courier-Observer reported that four deceased horses were found on the property in May.
