We, the undersigned, demand a full investigation leading to the arrest of the man responsible for abusing and torturing a sweet dog named BROC. Broc's brutal, heartless owner decided that he would "teach" this poor, innocent fur baby a lesson by dragging him by his collar until the collar was so embedded in his neck that it caused horrific injuries. This hideous cruelty has resulted in Broc requiring extensive and very expensive Veterinary care to treat his injuries. Despite the fact that Broc has been taken to a vet, who is now treating his neck, we are extremely worried for his future at the hands of this unconscionable old monster, as there is 99% chance he would kill this poor dog if Broc is returned to him.
This is a hideous and despicable act of abuse and we demand that this old man be punished to the full extent of the law for his monstrous crime against an innocent, helpless animal.

(Public) Sponsors: Referred to: February 23, 2009 *S254-v-2* A BILL TO BE ENTITLED 1 AN ACT TO INCREASE THE PENALTY FOR TH E MALICIOUS ABUSE, TORTURE, OR 2 KILLING OF AN ANIMAL. 3 The General Assembly of North Carolina enacts: 4 SECTION 1. G.S. 14-360(a1) reads as rewritten: 5 "(a1) If any person shall maliciously kill, or cause or procure to be killed, any animal by 6 intentional deprivation of necessary sustenance, that person shall be guilty of a Class A1 7 misdemeanor. Class H felony. " 8 SECTION 2. G.S. 14-360(b) reads as rewritten: 9 "(b) If any person shall malic iously torture, mutilate, ma im, cruelly beat, disfigure, 10 poison, or kill, or cause or procure to be tort ured, mutilated, maimed, cruelly beaten, disfigured, 11 poisoned, or killed, any animal, every such&nb sp;offende r shall for every such offense be guilty of a 12 Class I Class H felony. However, nothing in this secti on shall be construed to increase the 13 penalty for cockfighting provided for in G.S. 14-362." 14 SECTION 3. This act becomes effective December 1, 2010, and applies to 15 offenses committed on or after that date.
