First, these become my dog's poop bags. I need them! But, also, it isn't just the 10 cents per bag that adds expense to lower income families. It is them having to buy enough reuseable bags to carry enough groceries for their families. That could be as many as 10 bags, for some. At $10 a pop, that's $100. I'd much prefer shaving off sales tax or something, if a customer takes a recyclable bag instead of plastic.
