With a passage of this bill, the term "gang member" may be expanded to discriminate persons who are not part of the violent gang members that this bill is targetting. Even with assurance that this definition will not be expanded. There needs to be a realization that many who live in the territories of MS-13 may be dragged into the gangs, and possibily join for surivival. These are individuals who join because MS-13 has threatened their family unless someone joins. To protect their family, they carry out the wrong-doings and demonstrate loyalty. If there was a way to differentiate those who have internalized the ideology of MS-13, then great- because we need to help those who are in MS-13 to get out, and find other ways to protect their families and sustain them financially. There are many who do not have a choice. Well they do have a choice, a choice between joining the gang or dying. Dying either at the hands of the gang or slowly through not being able to financially sustain themselves. So many join the gangs out of fear, and not because they want to.
