It's very clear that mandatory minimums do not work in either reducing any sort of crime or recidivism. Most of the people illegally entering the country are not people who belong in prison; all they want is a better life. Instead, let's focus on reforming the process of gaining citizenship. Let's face the reality: if somebody wants in, they'll find a way in, legally or not, and there's no stopping that. Just like how outlawing drugs didn't make them disappear. Solve the problem, not the byproduct.
