One bill for one point. Many laws are so ridiculously convoluted and redundant that even those studying law struggle to interpret what they mean. How could a layman possibly follow laws that even lawyers cannot understand? If there is an issue on the table, then that issue is addressed in on its own. Other issues get their own bills. It is in the greater interest of the people that this is so, because then big issues are not burdened by the little issues, and things actually get done.
