First reaction is that transparency is always the right thing. But after further consideration, it seems this might be just another means for congressional conservatives to find sketchy reasons to pick apart the Budget office when it does not side with their agenda, as with "Trumpcare" and the proposed budget (which leaves no money for school lunches, Meals-on-Wheels, regular funding for hurricane relief, Medicaid, Medicare, etc, etc, etc). So I really don't know.
