The President has wide latitude to deploy the military as the Commander-in-Chief. We have engaged in conflicts around the world without Congressional involvement or approval. Therefore, a conventional preliminary or first strike capability is already there. A nuclear strike should never be an opening gambit unless someone has attacked America with devastating force, in which case Congressional authorization would be swiftly obtained without issue. In any other scenario, extra time should be taken to consider the appropriate use of force, ESPECIALLY if the President's desired first move is to deploy WMDs!
