ABSOLUTELY!!! The primary purpose of the census is to determine the number of "US CITIZENS" living in each State and each Congressional District. This CITIZENSHIP data is what determines how many Congressional Representatives each state is allowed, and it is also what helps determines the boundaries of each Congressional District within a state. TAKING (RAW) POPULATION DATA WITHOUT REGARD TO CITIZENSHIP STATUS DEFEATS THE PURPOSE OF CONDUCTING A CENSUS AND QUITE POSSIBLY/PROBABLY CURRENT CONGRESSIONAL DISTRICTS WITHIN SEVERAL STATES INVALIDATES !!!................Although there seems to be significant DISAGREEMENT with the intention of the Fourteenth Amendment toward the purpose of the Census and Reapportionment, the 1964 Supreme Court Ruling (Reynold v Sims) clearly states that "the Equal Protection Clause (of the United States Constitution) demands no less than substantially equal state legislative representation for all CITIZENS, of all places as well as of all races." This ruling clearly states that the Constitution "... DEMANDS... equal state legislative representation for all CITIZENS..." It does NOT say equal state representation based on NON-CITIZEN-POPULATION DATA!!!
