Perhaps national referendum would be a more practical way. It seems to work well in States to enact and deny matters related to our lives. As an example, the legislative branch, being bought and paid for these days by mellifluous influences, no longer represent the people, but rather their masters and future employers. If you look at the issues of the day most often the majority of America is on one side and Congress another. A National Referendum would require no vote in Congress, nor a signature of the Chief Executive, but could be reviewed by the Courts. However this idea will never come to fruition without a Constitutional Convention and that is most unlikely as the established order will not allow it.
