It is not a roll of the federal government to give money to local entities. The proper place for this bill is at the state level. If New York has an excellent and cost effective way to save the lives of drug addicts and get them into treatment to return to being productive members of society, other states should copy them. But if a state isn’t having the same problem (and doesn’t want or need the money) their taxpayers shouldn’t be billed. Keep the money local, where it will do the most good.
