I wish I knew about this program years back. No these programs shouldn't be cut. A phone is a necessity to function in modern society and today a cellphone is probably more important and useful than a landline.( The program limits a household to one line. So a family of four would only get one free or subsidized phone.) The internet is becoming more and more important as well. It's not like you can get a band new iPhone on these programs. If you are lucky enough to get a smart phone it's probably a refurbished unit. Many of the providers don't offer a subsidized smartphone you'll get a "feature" phone that can make calls send SMS.
