We should be INCREASING the size of the House, not decreasing it. California only has 53 representatives for a population of 40,000,000. The least populous state, Wyoming, has 1 representative for 600,000 people. Thus, California should actually have 68 reps for the House to truly be proportional. Let’s propose the 1000 Bill that changed the size of the House from 435 to 1,000.
Also, while I have your attention, we should abolish the Electoral College and elect presidents via popular vote and either abolish the Senate or restructure it into a proportionate body like the House so that all Americans will be represented equally. If there were a mass migration out of Wyoming such that only 2 people lived in the entire state, would it make sense to make those 2 people Senators and give them equal voting power to the 40 million residents of California? No, it wouldn’t. As the urban-rural divide only increases, we shouldn’t continue pretending that more people live where they don’t, and fewer people live where they do.
