The United States always has a president. If one dies or leaves office early, his Vice President takes over. Otherwise, the president is the president until the next president is sworn in. This means that an executive order is still an executive order until the next president is sworn in and overturns it. This bill makes no logical sense other than pure politics and arguing against these specific executive orders. The principle that a president remains in power unless removed should hold in this instance. I also believe that effectively blocking the current president's nominee to the Supreme Court is absurd because of the same principle.
