The commenter who mentioned gerrymandering is correct. You should look the districting in certain states. Over the past years, Republicans moved around voting district boundaries to purposely exclude poorer outer-city and more liberal inner-city voters to ensure that those district are mostly Republican. The Republicans at the state level have clearly abused their power to do this. This also plays into their completely illegal efforts to suppress voter registration of minorities, block registered voters from even getting to polling centers, and then, actually blocking them from casting there votes at polls. Clinton lost North Carolina largely due gerrymandering and wide-spread voter suppression.
