Allowing Concealed Carry Permit Holders to Carry Their Handguns in Other States

If states want to cooperate between themselves on this that's perfectly acceptable. For for those states and their citizens who don't want to, that's their right to require and enforce their own, sometimes higher, standards for concealed carry.
