Should Companies Lose Tax Breaks for CEO Compensation if They Don't Give Workers Raises to Cover Inflation?

Maybe I'm just not understanding this bill. I don't see how it's helping the employees any. CEO's are still going to make tons of money is the employee going to get any extra?
