Like any arm of government, Congress is no exception to the necessary balance of fairness and efficiency. Reading below, it is noted that 41 states already employ this provision in their state legislatures. That shows me that it is practically possible. As far as fairness is concerned, I believe it cannot get any more fair than allowing full transparency of the purpose of a bill by limiting it to a single issue. Let us not forget, it is the representatives in congress that are elected to be the vicarious "vox populi". If we are unaware of what we are truly voting for, how are we to be well represented?
