This bill would enable the Dept. of Education to grant states funding so they can offer \"Dreamers\" (undocumented immigrant students who qualify for the DREAM Act) in-state college tuition. It would also expand a those students' access to financial aid.

In general, \"Dreamers\" are undocumented immigrants who entered or were brought into the U.S. before they were 16 years old. In order to receive the in-state benefits proposed in this bill, students must:

Have earned a high school diploma or the equivalent in the U.S. and provided a list of each school they attended while earning those credentials;
Obtained a degree from an institution of higher education or completed at least two years of a program for a bachelor's degree or higher;
Have served four years in the Armed Forces for at least four years.

To be eligible to receive federal grants must demonstrate substantial progress in establishing a preschool through high school education data system. They must also assure the Dept. of Education that they will not discriminate against Dreamers when awarding student aid, or determining eligibility for in-state tuition.

Grants\n would be awarded to states based on the proportion of \nDreamers enrolled at least half-time in post-secondary \neducation. This bill contains a provision allowing Dreamers who have served honorably in the Armed Forces to be naturalized\n without having been lawfully admitted to this country for permanent \nresidence.
