This bill would prohibit any and all regulations to reduce U.S. greenhouse gas and carbon emissions until the governments of China, India, and Russia implement similar reductions. In addition, any previously existing U.S. carbon regulations will be nullified until China, India, and Russia undertake comparable reduction efforts of their own. This proposal is noteworthy because the Obama administration has introduced a sweeping Clean Power Plan to combat climate change, and more recently called for the first methane emission regulations in the U.S.

Regardless of any other law, this legislation would ban all Federal agencies and departments from regulating, continuing to implement, or enforcing any regulations, proposals, or actions that aim to reduce U.S. carbon dioxide or greenhouse gas emissions. These bans would remain in place until the Secretary of Commerce and the Energy Information Agency can be sure that:

China, India, and Russia have suggested and implemented their respective plans to curb their own carbon dioxide and greenhouse gas emissions.
Those plans are similar to U.S. plans for curbing greenhouse gas and carbon emissions.
