This resolution would express the sense of the House of Representatives that America’s relationships with Japan and the Republic of Korea (ROK, or South Korea) are important and vital for ensuring a secure, stable, and prosperous Indo-Pacific region. It would also express the sense of the House that trilateral cooperation between the three countries in pursuit of their shared interests is similarly important.

This bill would articulate a number of key priorities for trilateral cooperation, including:

Ensuring a constructive and forward-looking relationship with Japan and Korea.
Strengthening and broadening diplomatic, economic, security, and people-to-people ties between all three countries.
Developing and implementing a strategy to deepen trilateral diplomacy and security cooperation between the three countries through diplomatic engagement, regional development, energy security, scientific and health partnerships, educational and cultural exchanges, missile defense, intelligence-sharing, and other diplomatic and defense-related initiatives.
Trilateral cooperation with UN Security Council members and other UN member states to fully and effectively enforce sanctions against the Democratic People’s Republic of Korea (DPRK, or North Korea) and evaluate additional and meaningful new measures toward the DPRK under Article 41 of the United Nations Charter.
Trilateral cooperation to support and uphold a rules-based trade and economic order in the Indo-Pacific region that empowers women.
Supporting the expansion of academic and cultural exchanges amongst the three nations, especially efforts to encourage Japanese and Korean students to study at U.S. universities, and vice versa, in order to deepen people-to-people ties.
Continued cooperation between the three governments to promote human rights.

As a simple resolution, this legislation is non-binding and wouldn’t advance beyond the House if passed.
