While the bill and its sponsors aim to stand staunchly against illegal entrances into the country, the following fund could be exempt from this reduction under the discretion of the Secretary of State:

- the International Military Education and Training Fund,

- the International Narcotics Control and Law Enforcement Fund,

- the fund to carry out nonproliferation, anti-terrorism, de-mining, and related programs and activities.
