Though committees are already investigating the potential presence of foreign manipulation in elections and government as a whole, enacting a policy for this purpose can ensure not only that it gets done, but also that it is done without bias. If such an investigation is carried out without policy, it could easily be skewed by one party or another in favor of a certain political stance, regardless of the truth. Requiring the investigative committee to be bipartisan will make it much less likely that this situation would occur.
