Should Tax Dollars Not Go to Al Qaeda & ISIS or the Countries & Groups That Support Them?

I'm not sure this needs to be a bill or law, I think it common sense and to make it law should be unnecessary. When my tax dollars go to foreign nations I prefer they go for food/water/educational aid, not military.
