Should Congressional Pay Raises be Blocked if the Federal Government Runs a Budget Deficit?

If we don't have the money to pay off everything in the budget, congressional leaders should not get a pay raise. However, this should not be used as a tactic to defund Social Security, Medicare, or social safety net programs.
