This is a shift in perspective that we need to work on as a society, not an opportunity to add more government forced quotas. As a whole, we need to remind young people that vocational schools and trade programs are viable paths to success, and stop telling them that the only way to succeed is with a college degree in business administration. What good would these weird, arbitrary enforcements be if nobody's minds are changed about the value of these kinds of jobs? This is a solution to a symptom, not the actual underlying issue of bad perception.
