I keep seeing no brained legislation like this. Why does the federal government need to vote on basic privacy protections that the business community has already incorporated into their practices? Our agencies need to apply common business practices and adhere to existing privacy laws. Can congress come up with some kind of legislation requiring adherence of the rules everyone else needs to adhere to, without having to do a line item vote? They waste time on these little things. Many of these votes are unanimous or nearly unanimous. They should not take up time or space on the docket. The cynic in me says that the legislators do this so they can score an easy win. They can then say they introduced this many bills that were passed. It makes them look productive and effective. Prioritize your time and focus. We can't fart around like this in real jobs. We're under resourced.
