The primary reason to have laws (not just 'rules') governing the transition of power is simple. Donald J Trump. With the specter of a President who very well may make the transition of power into a nightmare--or prevent it to the best of his ability--we need guardrails of how it is to happen so that any interference would be criminally punishable and any individuals abetting such interference would understand they face such punishment for that interference. Of course, these rules will not be enacted under the current resident of the White House, but they nevertheless should be adopted afterwards. How we get through this transition is anybody's guess. And if there is no transition (four more years) I sincerely doubt there will be enough 'democracy' left in our nation to worry about.
