Yes, because any group not specifically listed as protected will eventually be targeted under a loophole justification of not being specifically listed as protected. I suspect we will need continue to add to this list for some time to come. Law is about words, and a legal argument for or against something is all about the specific words used. While the "spirit" or intent of a law may seem obvious, when attacks are made to a law they are attacks on language: what is or is not included, and how to treat those objects included, must be very specifically laid out. Unfortunately people cannot be relied upon to treat each other decently as a matter of course - in part because the definitions "people" and "decently" vary from person to person.
