This couldn't stand on its own. A 'free-tuition' for public four-year higher educational institutions would be covered by the 'Robin Hood' tax on wall street, and rightfully so. It's almost like paying for the benefits of making money from a capitalist system. While this may sound ridiculous to some, it's mitigated by the fact that the money will be going towards education. To ensure that the money is spent properly (eg put towards programs that actually benefit students, such as work-study program expansion), there would need to be legislative action allowing for some federal regulation of fund allocation, at the very least.
