Risk corridors were established with the understanding that some insurers operating through the exchanges would make excess profits and others would lose money. The intention was to redistribute funds from the winners to the losers. What were facing now is that there have been no winners. There is no one with excess profits and the are a lot of insurers with losses whom the government owes. So where do they get the money to pay these insurers what they were promised? Well they'll just raise taxes or raise the debt of course! No! Pay what you owe by cutting back elsewhere. Cut the defense budget. Cut the EPA. Cut the FDA. Cut HUD. They've all got my money already. Go get it from them rather than coming back to me for more or putting it on the metaphorical credit card.
