This would disproportionately affect poor women (and would clearly disproportionately affect women), who may be making the decision in part due to their current inability to afford to provide a safe, secure life for a child without significant public financial assistance (or even with it depending on availability of public funds....) and, if they are non-white, understand that a child of theirs is more likely to end up in an often-unpleasant prolonged foster care system than a white child would be.
