Why does the Federal Government need to "define" what a full-time employee is? Why can't we let individual companies determine for themselves what benefits they choose to provide for their employees and on what basis they choose to do so? If you remember, such benefits were originally used as a way to encourage people to choose to work for their company rather than a competitor. They are, rightly called, "benefits" and not "corporate obligations." Getting tired of entitled whiners determining what someone else owes them. Don't like the benefits? Get a different job.
