I love the name of this bill - the Honest act. Since when did any Republican and specifically, this administration do ANYTHING honest???! This is an attempt to hand cuff the EPA and prevent the agency from taking effective and sensible action. The bill demands exactitude and perfection in environmental regulation. It is obvious to anyone with a modicum of intelligence that basing environmental regulation on risk assessment alone would lead to reduced public protection, increase regulatory decision making costs and expand opportunities for parties hostile to environmental regulation. Science is not open and shut and social policy considerations must be part of risk estimates as well. For an excellent description of this, read Yale Journal on Regulation, vol 5, no 1 Winter 1988. The article is Good science, bad regulation, and toxic risk assessment by Howard Latin.
