But.
NO, whistleblower identities should NOT always be revealed, because criminal prosecution isn't the only way to retaliate against a whistleblower.
The USA has a rich history of ostracizing and persecuting people in ways that didn't necessarily include termination of employment or criminal/civil prosecution.
The "reveal the identity" bits are entirely about revealing Trump whistleblowers. Nothing more.
