The numbers of contractors is what needs to go. Contracts are more expensive, and less efficient and effective than using federal employees. The costs are actually greater and continue to increase as contracts are renegotiated. It hides money and looks like a reduction when actually the same or greater amounts are being spent only less efficiently. Finally, I'll just end by reminding you that the Snowden character that stole Top Secret information and gave it to Russia and probably China was a "Contractor" employee.
